A wage is the only line in a garment's cost sheet that is also a household's income. When a price is negotiated down, the fabric order does not shrink and the electricity bill does not move — the difference is absorbed somewhere, and labour is the softest line in the sheet. That is why wage questions belong in the quotation conversation, not in a corrective action plan eighteen months later.
Why Wages Are a Sourcing Decision, Not an Audit Box
An FOB price is built from five buckets: fabric, trims and accessories, direct labour, factory overhead, and margin. Four respond to negotiation in predictable ways. Labour does not. A factory that has budgeted a real wage cannot cut it for one buyer without cutting it for every buyer, so a factory that wins an order below the local benchmark has almost always won it by changing how people are paid rather than how much the garment costs to make.
Buyers who raise wages at quotation stage get something useful in return: a factory that prices labour honestly can hold that price for a season. Buyers who raise it after the purchase order is confirmed tend to meet the subject as an audit finding, a walkout, or a line that stops producing two weeks before shipment.
The Wage Structure Inside a Bangladesh Garment Factory
Pay in the export garment sector is set nationally, not factory by factory. The Minimum Wages Board fixes a monthly minimum, and factories organise the workforce into grades — helper, general operator, skilled and highly skilled operator, supervisor — with a basic wage attached to each. Monthly pay is basic plus allowances for house rent, transport, medical and often attendance. The minimum applies to that total package, which is why a slip has to be read line by line rather than by the net figure at the bottom.
Two mechanics matter more than any other when you check a quote. Overtime must be paid at twice the ordinary basic rate, within daily and weekly hour caps, and it is the largest flexible component of take-home pay — in a busy month it can rival the basic wage. The festival bonus, paid twice a year around Eid, adds roughly a month of basic wage each time.
The most common structural problem is not a wrong number on a slip. It is operator-level work recorded on a helper grade, so payroll, production report and audit all agree with each other and all understate the wage.
Statutory Minimum Wage and the Living Wage Gap
The current structure was gazetted in late 2023 with an entry grade around BDT 12,500 per month, replacing the 2018 structure whose entry grade was BDT 8,000. Wage boards revise these numbers every few years, and the effective date is not always the gazette date. Confirm the figure in force on your order date rather than trusting an article, including this one.
A living wage is a different concept with a different owner. Independent coalitions publish estimates built from a household food basket, rent, healthcare, transport and some education. Those estimates have consistently landed at a multiple of the statutory floor rather than a few percent above it, commonly cited at two to three times depending on methodology. Treat a coalition estimate as a direction of travel, never as a contractual obligation — and never treat the statutory floor as the end of the discussion.
| Benchmark | Who sets it | What it covers | How buyers use it |
|---|---|---|---|
| Statutory minimum wage | National Minimum Wages Board, through gazette | Basic wage plus mandated allowances for a defined grade | The floor for every purchase order, non-negotiable |
| Living wage estimate | Independent coalitions and research bodies | Household consumption, rent, food, health, some education | A long-term target, usually phased across seasons |
| Factory average wage | The factory's own payroll | What workers actually take home, overtime included | The number that shows whether the floor is real |
| Piece-rate earnings | The factory's incentive scheme | Output-linked pay layered over or instead of grade pay | Convert to an hourly equivalent before comparing |
What a Wage Slip Shows That an Audit Report Cannot
An audit report is a snapshot produced on a date the factory knew about in advance. A wage slip is the factory's own arithmetic, produced every month, and much harder to stage across a whole workforce. Ask for slips covering a normal month plus a peak month, sampled across four or five lines, and include a helper, a presser and one person on a finishing table. The gap between the two months shows how overtime is managed; the gap between two workers on the same line shows whether grades are assigned honestly.
Our own position on publishing this kind of data, and on what we will and will not put in writing, sits inside our approach to ESG and supply chain transparency.
| Line on the slip | What it should show | What to check |
|---|---|---|
| Basic wage | The grade-linked base for the month | Matches the job actually performed, not a lower grade |
| House rent and allowances | Fixed amounts or percentages paid every month | Present in all twelve months, not only audit months |
| Attendance bonus | A payment for full attendance | Not structured so a single late arrival forfeits a week of pay |
| Overtime hours and rate | Hours logged, rate at twice basic wage | Hours plausible against line output; arithmetic correct |
| Deductions | Advances, canteen, provident fund, fines | No fines beyond what law allows; net pay never below the floor |
| Net pay and transfer | Bank or mobile transfer reference | Reference matches the slip and the worker can produce it |
Where Labour Cost Sits Inside Your FOB
Cost breakdowns circulating in the industry typically put direct labour at roughly ten to twenty percent of FOB for basic knitwear, with fabric taking the largest single share. A simple tee sits at the low end; a multi-panel jacket with a lining, several pockets and a dozen operations sits higher, because labour is counted in minutes rather than metres.
Two practical conclusions follow. First, a large wage increase at the factory gate moves FOB by a few percentage points, not by the size of the increase — a buyer can budget for it and a factory can explain it. Second, a quote that undercuts the local benchmark by fifteen percent cannot simultaneously be absorbing a wage increase. It is either using a cheaper fabric construction, holding a thinner margin to keep a line open, or compressing labour somewhere in the chain. All three are fair questions; only the third is a compliance problem.

The Questions Worth Asking, and What a Good Answer Sounds Like
| Question | Weak answer | Strong answer |
|---|---|---|
| What is your lowest grade wage? | A number quoted from memory | The grade table, the gazette reference and the effective date |
| How much overtime did last month run? | "Normal" | Average hours per worker, capped, with the authorisation trail |
| Who are your subcontractors? | "We do everything in-house" | A named list, with the wage and audit status of each |
| How do workers get paid? | "By bank" | Transfer reference, cycle date and what happens to a worker without an account |
How TEXVENTURE Verifies Wages Across Its Factory Network
TEXVENTURE works as a Trusted Clothing Manufacturer in Bangladesh coordinating a network of 20+ vetted factories, with MOQ from 100 pieces per style and end-to-end handling from sourcing through to shipping. Wage verification is part of how a factory enters that network and part of what we re-check while an order runs: payroll samples, grade tables, overtime authorisation and payment references. Network factories hold certifications including ISO 9001, BSCI, OEKO-TEX, SGS, Sedex and GOTS, with the current scope of each listed on our certifications page — a certificate is evidence of a system, not of a wage, which is why the payroll sample stays in the process.
Where a factory falls below the standard we work to, the conversation is a dated correction plan with a cost attached, priced into the next programme rather than absorbed silently. That is a slower way to onboard and a cheaper way to run a supply chain.
Frequently Asked Questions
What is the minimum wage for garment workers in Bangladesh?
The sector has its own national wage structure set by the Minimum Wages Board, most recently gazetted in late 2023 with an entry grade around BDT 12,500 per month. Pay is organised by grade, and the minimum applies to basic wage plus mandated allowances rather than basic wage alone. Confirm the figure in force on your order date, since boards revise periodically.
How much do garment workers in Bangladesh actually earn each month?
Take-home pay normally sits above the grade minimum because it includes overtime, attendance and festival components, with overtime paid at twice the basic rate. A worker on full attendance with heavy overtime can approach twice the entry-grade figure, while short hours in a slow month leave someone near the floor. Payroll samples beat a single average for that reason.
What is the difference between a minimum wage and a living wage?
A minimum wage is a legal floor set by government after a wage board process, and it is enforceable. A living wage is an independent estimate of what a household needs for food, rent, health, transport and some education, published with a stated methodology. The two are not competing numbers: one is the obligation, the other is the direction of travel.
Can a buyer ask to see wage records?
Yes, and a factory that cannot produce sampled slips, a grade table and matching transfer records within a few days is telling you something important, whatever its audit score. Ask for a sample rather than the full payroll, agree how personal data is handled, and recheck the arithmetic on two or three slips yourself.
Does paying higher wages make a clothing order much more expensive?
Direct labour is typically a minority of FOB for basic garments, so a substantial wage increase at the gate moves the price you pay by a much smaller percentage. Fabric construction, quantity, trim count and operations per unit drive cost far more, and a stable wage assumption avoids the mid-season re-quote that follows a revision.
